First step is, after you open the picture you would like to edit, duplicate the picture and set it to overlay.
step 2:
Create a new layer and set the foreground color to ee0e9e then the background to 04bfb0 then click on the paint bucket tool
then right click and you'll see 2 options which other one is the Gradient Tool 
then select it.
step 3: In the new layer you have just created, fill it with gradients. Like this:
then set it to overlay
Step 4: After that, create a new layer again and set the foreground color to "333333" and background color to "04bfb0" and then fill it with gradients then change it to "lighten" with 46% opacity.
